Rich Malone is responsible for the operations of the Government Financial Services Joint Powers of Authority. Rich manages the debt issuance process and market disclosure on behalf of member agencies, and has extensive experience with financial management, debt review, cash flow analysis, accounting, computer modeling, and financial research.
On a national level, Rich served the financial advisory profession through his participation on the Compliance Advisory Group of the Municipal Securities Rulemaking Board.
In addition to his 17+ years of California public finance experience, Rich spent more than 10 years managing equity fundraising transactions serving as the lead financial executive of several entrepreneurial technology companies.
Rich holds an A.B. in Economics from Harvard University and an M.B.A. from the University of California, Berkeley.
